
This is a list of administrators of the Tangier International Zone during the period when it was governed in accordance with the Tangier Protocol.

António, Prior of Crato, was a grandson of King Manuel I of Portugal and claimant of the Portuguese throne during the 1580 dynastic crisis. According to some historians, he was King of Portugal as António I of Portugal for 33 days in 1580. After the crowning of Philip II of Spain as King of Portugal, António claimed the throne until 1583. He was a disciple of Bartholomew of Braga.

John Belasyse, 1st Baron Belasyse was an English nobleman, Royalist officer and Member of Parliament, notable for his role during and after the Civil War. He suffered a long spell of imprisonment during the Popish Plot, although he was never brought to trial. From 1671 until his death he lived in Whitton, near Twickenham in Middlesex. Samuel Pepys was impressed by his collection of paintings, which has long since disappeared.

Admiral of the Fleet George Legge, 1st Baron Dartmouth PC was an English naval commander who gave distinguished service to both Charles II and James II.

Fernando de Meneses, 2nd Count of Ericeira, was a Portuguese nobleman and military man. He was Governor of Tangier until 1661.

Miguel de Noronha, 4th Count of Linhares was a Portuguese noble and military, loyal to King Philip III of Portugal.
Dom Duarte de Menezes, was a 16th-century Portuguese nobleman and colonial officer, governor of Tangier from 1508 to 1521 and 1536 to 1539, and governor of Portuguese India from 1522 to 1524.

John Middleton, 1st Earl of Middleton was a Scottish army officer, who belonged to a Kincardineshire family which had held lands at Middleton in Aberdeenshire since the 12th century.

Vice-Admiral Thomas Butler, 6th Earl of Ossory, KG, PC, PC (Ire) (1634–1680) was an Irish soldier and politician. He was born at Kilkenny Castle, the eldest son of James Butler, 1st Duke of Ormond, and his wife Elizabeth Preston.

Charles FitzCharles, 1st Earl of Plymouth was the illegitimate son of King Charles II of England, by Catherine Pegge. He had a sister called Catherine FitzCharles who became a nun. His mother went on to marry Sir Edward Greene of Samford in Essex, but they had no children. His subsidiary titles were Viscount Totness and Baron Dartmouth.

Aires de Saldanha was a Portuguese military. He was the son of António de Saldanha, military and navigator who discovered the bay of Saldanha. He went to Portuguese India in 1558, with the viceroy Constantino of Braganza, this time serving for twelve years in the region.
