Held prior to the town being awarded city status, these elections took place following a boundary review which introduced new electoral wards as a consequence of population increase. Therefore, all councillors were up for election in the new wards for the first time.

The United Kingdom government department Department for Communities and Local Government consulted on the issue of moving the elections to the same date as the 2009 European Parliament election, which resulted in the council elections being postponed to June to coincide. 84 councillors were elected for 84 divisions by first-past-the-post' for a four-year term of office. Wards were the same as those at the previous election in 2005. Elections are held in all electoral divisions across the present ceremonial county, excepting Blackpool, and Blackburn with Darwen which are unitary authorities in a similar way to Greater Manchester and most of Merseyside.

Charlene Elizabeth Caroline Downes disappeared on 1 November 2003, when she was 14, from her home town of Blackpool, a seaside town in north-west England. She was last seen in an area of the town centre that contained several takeaway and fast-food units. Lancashire Constabulary, the police force investigating her disappearance, believe that she was murdered within hours of the last sighting.

The murder of Sophie Lancaster occurred in England in August 2007. The victim and her boyfriend, Robert Maltby, were attacked by a number of teenage boys while walking through Stubbylee Park in Bacup, Rossendale, Lancashire, on 11 August 2007. As a result of the severe head injuries Lancaster sustained in the attack, she went into a coma from which she never regained consciousness and died of her injuries thirteen days later. The police said the attack may have been linked to the couple wearing gothic fashion and being members of the goth subculture.
