This allows SEZs to utilize economic management which is more attractive to foreign and domestic businesses. In SEZs, "...foreign and domestic trade and investment are conducted without the authorization of the Chinese central government in Beijing" with "tax and business incentives to attract foreign investment and technology".

It was identical to Qingdao Economic and Technological Development Zone, which was launched in 1985 after the zone was merged with Huangdao District and set up the Free Trade Zone in 1992. WLujiazui, formerly known as Lokatse from its pronunciation in Shanghainese, is a locality in Shanghai, a peninsula formed by a bend in the Huangpu River. Since the early 1990s, Lujiazui has been developed specifically as a new financial district of Shanghai. The decision to earmark Lujiazui for this purpose reflects its location: it is located on the east side of the Huangpu River in Pudong, and sits directly across the river from the old financial and business district of the Bund.
