The game was later released on Microsoft Windows in January 2013 through Steam and Games for Windows – Live, with the latter notably being the final retail release for the platform shortly before its discontinuation.

America's 10 Most Wanted, released as Fugitive Hunter: War on Terror in the US, is a first-person shooter game for the PlayStation 2 and Microsoft Windows platforms. Developed by Black Ops Entertainment and released in 2004, it was mainly received negatively due to its dated graphics and uninspired boss battles as well as its immensely insensitive depiction of enemies. It contains tracks and cameos by members of So Solid Crew. The European and US versions differentiate slightly in level music and terrorist names with Saddam Hussein only being present in the European version. The European manual shows Mullah Omar as one of the terrorists despite being absent in both versions.

While the game is meant to be played with another human as a partner, a "Partner Artificial Intelligence" (PAI) is also included and programmed to follow the player's strategies. Dependence on a partner is so pronounced that most objectives are impossible to complete without it.

Hudson Soft worked closely with Gaijinworks founder and head translator Victor Ireland on the project, who sent a research team to Miami, Florida to aid in development of the title. The game features music by hip hop group Miami Beat Wave, who were licensed by Ireland to give the game's location an authentic feel.
